this is done by the operational attribute pwdPolicySubentry. You can use
the password policy user module to assign the non-default policy.

After a quick look at OpenDJ's password policy documentation (subentry
password policies) I would say that there is no big difference to
OpenLDAP. Did you try to use the existing LAM Pro modules?
