unfortunately, this was only due to a missing "quotaon". I can set
quotas on a mounted file system with your mount options.

Are you sure that quotas are started and does quotatool report right
quotas for your users?
If yes then I would suggest to upgrade perl-quota. I have 1.6.6 installed.
