IMO, this is not right. From security experts: most of attacks comes
from inside of the organization.

The difference is mostly only one - by time - public accessible servers
can be attacked 24/7. The internal servers are often accessible only in
work time: <7 day per week, < 24 hours by day, because out of this time,
the attackers are not inside and have no access to internal resources.
