the template file that can be downloaded at the file upload contains a row with example values. These example values are fixed and cannot be changed. They should only help the user to fill the CSV file. As Tim already wrote there are also account profiles (see Tools -> Profile editor). Here you can change the profiles called "default" which will be loaded when you create a new account from list view (e.g. a new user). But these account profiles are not connected with the upload.
