It has been my experience that a minimum amount of flap "rolloff" is
experienced with the mentioned difference in full flap deflection. Don't
forget that the flaps will not fully extend to your measured deflection due
to air loads in flight. Get them close, and if necessary they can be
adjusted in test flight for hands-free trim with them in cruise, and then we
just accept the slight inconvenience that there may be on landing. I'm
betting you won't be able to feel anything.
