No, for the first project in a language, as it is the case here, the 500
most-used messages should be translated.
Previously we required the complete interface to be translated for any
further project in a language, nowadays it is just the "continuing effort"
as you cited.

Gom-deva does not yet have the most-used messages completely, the link I
gave shows which ones are not yet translated.
