Hello - I wanted to ask if someone could help me better understand why some pages from the requests for new languages come up with this message:

Or that they were incomplete requests? Any help to allow me to better understand some of the processes behind these requests and who is making them. I am really interested in how incubator projects are developed. Thanks!
