I do not know what you require exactly. The Atikamekw community is developing a Wikipedia on their language in the Incubator and Wikipedia in their language is used in at least one of their schools. A techno-linguiat from one of the communities is overseeing the Wikipedia in the Incubator to make sure its real and standardized Atikamekw language, he is also named "language keeper" of the community. The translation of the most used messages of MediaWiki is ongoing. The Conseil de la Nation Atikamekw (CNA) is involved and supports the project. The CNA is the council "federating" (for lack of a better term) all Atikamekw communities. The CNA also encompasses the Institut de la langue Atikamekw (ILA) that was responsible to standardize the language and they are also currently in the production of a dictionary.
The language is real and alive. It is used day to day on the three Atikamekw communities in Quebec, Canada. It is used as the only teaching languages in two elementary schools. As such, even though most Atikamekw people also speak French, it is really only their second language. I have confirmed that it is different from Cree and not just a dialect, they cannot understand them and vice versa. The language has its own ISO 639 code. There are experts who can confirm this. I can put you in contact with a techno linguist at the ILA. A linguist from the university of Leipzig is also involved in the project. At this point I think the language should be marked as eligible. The project in the Incubator is not to be approved as it does not meet the requirements yet, but the language is definitely eligible in my opinion.
