MF-Warburg, Multilingual Wikisource community took around one month to grant me bot rights even though I myself am a sysop there. Now i have the bot rights but I can only do a single task.
As far as MediaWiki translation is concerned, we have not been putting in our full effort. Considering this link https://tools.wmflabs.org/robin/?tool=codelookup&code=pa, we thought that almost all the messages required for Wikisource have been translated. We can start putting in more effort here if required. We have started doing workshops to bring in new users to work on Wikisource and I believe having a separate domain will make things easier. And yes moving everything to Incubator will not make things easier instead it will make them tougher.
