Although it likely doesn't matter at all, but it's not unusual that
thousands and even millions of people access to internet via one or few IP
addresses. (I remember that 5-10 years ago we had a couple of hard "no"s
for IP blocks, like "if you block this address, nobody from Qatar would be
able to edit Wikipedia" -- yes, Kuwait or Qatar were in such position
during the previous decade). It's usually about proxies, but it could be
because of lack of IP[v4] addresses and quite developed internal networks
of the internet providers.
