Continuing requests for no new reason only increases the burden. Considering that it usually takes a considerable amount of time for a request to be rejected unless it is obvious, one option is to allow them to submit a proposal up to 3 times without limit, but only after a certain period of time has elapsed after being rejected. I would suggest specifying this period between 3 and 6 months.
Since I think that prior consultation with langcom will probably be the same as an appeal, the appeal will also be covered.
