My take is: not eligible. It is indeed only a regional spoken variety of
standard German. The content on Incubator is completely mutually
intelligible with standard German, it's merely written "phonetically" in
the regional pronunciation (the same is true for the books that were
mentioned, like "Asterix"). One could probably create a script converter to
produce it.

I agree, it is eligible.
I wonder what is up with edits like

but that doesn't concern the eligibility.
