I think the best way to solve the issue of closing the Navajo Wikipedia is to 
contact an expert or two and ask them to assess it and then make the decision 
based on that.

Along the same lines, the same could be done for the following languages:
Iñupiaq: Ikwp, ikwikibooks, ikwiktionary. Ikwp already has a discussion 
going.<https://meta.wikimedia.org/wiki/Proposals_for_closing_projects/Closure_of_I%C3%B1upiaq_Wikipedia>
Central Alaskan Yup'ik: https://incubator.wikimedia.org/wiki/Wp/esu
Inuktitut: iuwp (articles definitely being created by non-speakers who have no 
clue how the language works)

In the long run, I think each project that Kmoksy and friends have touched 
needs to be reassessed. There are also a few other contributor contingents 
whose work we should also take a look at.
