Codes like "de-DE" or "en-GB" are indeed valid in the BCP-47 standard. No change is needed here. On the other hand, we could use language codes like "ca-valencia" in LT, but I'm afraid this is useless until LibreOffice and other programs understand what it means (until they implement this standard).
