Ah, right, these are old files:

/LanguageTool Website/www/changes/V_1_5_to_V_1_6/changes_de.html

/LanguageTool Website/www/changes/V_1_8_to_V_1_9/changes_zh.html

I'm not sure if the bug is still there but it certainly was there before.
