Yes, it's a good place. I've committed most of your rules now, so that they will be in LanguageTool 2.8, to be released in a week. They will also automatically become active on languagetool.org tomorrow. I left out two rules (AKA, ANYWAYS_ANYWAY) for now because I'm not sure how much sense it makes to catch colloquial terms. There are so many colloquial expressions that it might not help to warn about a few of them. I left out ALTERATE_ALTER and AGREEANCE because these errors can already be detected by a spell checker. The spell checker sometimes might not provide a good suggestion, but if we want to have such rules I think we should offer a more comprehensive message than just "did you mean ...". I left out TANK_YOU because we already had a rule for that. Finally, "ALOT_ALLOT" created a test error, probably because time is tagged NN:UN but your rule only matches NN:U.
