I believe "involved in" is the right phrasing. There is also "involved
with", but for a different context. And "involved on" may be OK in very
specific contexts, I guess, but "involved in" will be the right choice in
most of them.
I am not sure whether or not you can write a grammar rule that forces you
to choose the right expression for each context in this case.
