Urgent Action: Two Activists were kidnapped prior to the Election We, the Preparatory Committee of the Free Acheh Democratic would like to inform that despite reports on the successful election in Acheh, there have also been reports of violence. On Thursday, December 7, 2006, at around 15:15pm (local time), Mr. Razali Amin (60) and Mr. Tarmizi Idrus (52) have been kidnapped from a house in Lhok Jok village, Kuta Makmur subdistrict of North Acheh. Until today, the victims have yet been released and there have been signs that the two have been killed by the perpetrators. According to the report from our investigation team conducting the interviews with witnesses including their family members at the location, the victims were having a conversation at Mr. Razali's house along with a few other people. Suddenly, about ten men and three perpetrators who have been identified as Matlan (22), Syarwan (34) and Sipanyang Mustafa (22), all of whom believed to be members of the Acheh Transition Committee (KPA - Komite Peralihan Acheh), came to the house armed with knives and dragged the victims outside of the house and beat them in front of the family members and other witnesses. The perpetrators then took the victims with them. It was unclear on what ground theyâve been detained. The families of the victims have been to the KPA representative office in Punteut, Blang Mangat subdistrict of North Acheh, to report the incident. However, they were not allowed to see the victims. Based on this information, we, the Preparatory Committee of the Free Acheh Democratic strongly condemn this inhumane action that is clearly violate human rights values and democratic norms, as well as the spirit of the peace process that currently flourishing in Acheh. We urge all local and international human rights organizations, and especially foreign observers to further investigate this incident immediately. We demand that the KPA to view this incident seriously as it involves members from their organization. The victimsâ condition should be made known to the family members and be released immediately and unconditionally. Furthermore, cooperation by local police is needed to resolve this incident. If found guilty, the perpetrators should be held accountable and be brought to justice in order to prevent such incidents recur in the future. Pada hari Kamis, 7 Desember 2006, sekitar pukul 15.15 petang, telah diambil paksa Tgk. Razali Amin (60) dan Tgk. Tarmizi Idris di sebuah rumah di kampung Lhok Jok, Kuta Makmur, Acheh Utara. Sampai sekarang kedua korban penculikan tersebut belum dilepaskan dan ada tanda-tanda mereka telah dibunuh. Menurut laporan dari tim investigasi kami yang mewawancarai para saksi mata, termasuk anggota keluarga korban, kedua korban tersebut sedang berkumpul di sebuah rumah dengan sejumlah rekan-rekannya. Tiba-tiba, sekitar sepuluh orang lelaki, tiga dari mereka dikenal sebagai Matlan (22), Syarwan (34) dan Sipanyang Mustafa (22), yang dipercayai sebagai anggota Komite Peralihan Acheh (KPA), datang ke rumah tersebut dengan membawa pisau dan menyeret para korban keluar dari rumah serta memukul mereka di hadapan ahli keluarga dan para saksi. Para pelaku tersebut membawa korban bersama mereka. Kurang jelas atas alasan apa mereka ditahan. Keluarga dari korban telah mendatangi Kantor Perwakilan KPA di Peunteut, Blang Mangat, Acheh Utara, untuk melaporkan kejadian tersebut. Tetapi mereka tidak diperkenankan untuk menemui korban. Berdasarkan informasi di atas, kami dari Komite Persiapan Acheh Merdeka Demokratik dengan keras mengutuk tindakan yang tidak manusiawi itu, yang secara terang melanggar nilai-nilai hak azasi manusia dan norma-norma demokrasi serta semangat proses damai yang sedang berkembang ketika ini. Kami menekankan kepada seluruh organisasi hak asasi manusia, baik lokal maupun internasional, khususnya para pemantau asing untuk menyelidiki lebih lanjut tentang kejadian ini dengan segera. Kami menuntut kepada KPA untuk melihat kejadian ini dengan serius karena keterlibatan anggota-anggota dari organisasi mereka. Keadaan para korban tersebut harus diberitahukan kepada keluarga mereka, untuk dilepaskan dengan segera dan tanpa syarat. Selanjutnya, perlu kerjasama dengan pihak kepolisian untuk mentuntaskan perkara ini. Kalau didapati bersalah, para pelakunya harus dipertanggung- jawabkan dan diadili supaya kejadian serupa kelak tidak terulang.
