Yes, 13 channel equipment is available here, and I use it.

The point I was trying to make was that "geographical distinctions" are
pointless when the items involved are trivially transportable.

Hmm, would my laptop be illegal if I take it to an 11-channel country?
What if I set it to point-to-point mode?
