scanpci is just a standalone copy of Xorg's PCI bus probe code
(which is known to be wholly inappropriate, evil, and twisted,
yet we have no other way to get the information needed in X,
so it lives on, poking the PCI bus in dangerous ways behind the
kernel's back).
