I'll be completely honest and open here; You all probably realize that Sun has had a tough time over the last several years, business wise. That's public knowledge, right? The amount of cost cutting to keep things alive until Oracle showed up was rather fantastic. It worked, but the cuts were deep. Since 99 percent of Sun's paying customers were buying servers and services (rather than laptops), it was close to impossible to make a rational business case for spending money we did not have on bluetooth. No one would approve that. One of the reasons for even starting open source solaris was so that community could help with things that the company was unable to fund. (The other good reason was customers demanding open source) So I agree, I think the Bluetooth stack should be given more attention. But since there are no paying customers demanding it, we don't have the ability to fund that work inside of Sun, it needs some community volunteers to step up.
