As per https://wiki.ubuntu.com/LaptopTestingTeam/ToshibaTecraA4 the Toshiba Tecra A4 is still in an unusable state. Both network interfaces are unusable and a new development is that mounting USB drives is broken as well. I think this appears to be mostly attributed with some ACPI problems where IRQs are being assigned incorrectly. I seem to get a lot of ACPI and IRQ related errors in dmesg.
