I've read quite a bit of material about QoS under linux with the tc
command - but haven't found exactly what I'm looking for - and is
probably best described as frame-relay like QoS.

I have a DSL link that is shared out between a few people- I'd like to
set a rule that users are guaranteed a fraction of bandwidth - but if
the capacity is unused busting up to 100% bandwidth is allowed.

i.e. Access Rate 512Kb.
Users get a committed rate of 128Kb, but can burst upto 512Kb if the
remaining bandwidth is unused.

Any pointers on where to start reading (or if I've missed out anything
already).
