I've created RPMs for Mandrake 8.2 which add HTB3 (Mandrake
comes with HTB2), IMQ, the patched iptables and the patched
iproute2 which go with them, and the patch to enable PSCHED_CPU.

So on a Mandrake 8.2 box you simply do rpm -U <set of RPMs>
and reboot, and you're ready to shape.

Anyone who is interested in these, please send me e-mail.

The same thing could be done with Redhat and other RPM-based
distributions.
