[LARTC] some problems with the tc command

Hello everyone!   I have some problems with the tc command. I write the same commands as in the manual but it gives me an error. I write: "tc qdisc add dev eth0 root handle 1:0 cbq bandwidth 100Mbit avpkt 1000" for example but it doesn't work. I have similar problems with "tc qdisc add dev eth0 root handle 1: prio" I don't find the solution. I have the 2.4.18 kernel version. Does anyone know why it doesn't work properly?   Regards to all and thank you in advance!
