1. Just duplicate the filter :
/sbin/tc filter add dev eth0 parent 1:1 protocol all prio 1 u32 match ip dst
x.x.x.11 classid 2:7
/sbin/tc filter add dev eth0 parent 1:1 protocol all prio 1 u32 match ip dst
x.x.x.11 classid 2:7
