[LARTC] redhat 9 and htb

Hi everyone, I have RH9 2.4.20-28.0 with iproute-2.4.7-7.90.1 installed. But when I try tc qdisc add dev eth0 root handle 1:0 htb default 12 Unknown qdisc "htb", hence option "default" is unparsable. There are some others settings that must be done in kernel?
