Hello,

Possible solution is make smaller burst parameters:

tc class add dev $DEV parent 1:0 classid 1:122 htb rate 12kbit ceil 16kbit 
burst 1500 prio 3

In this case pages whith size more than 1500 bytes will limit outgoing speed.
