In tcng you can use common comparators on "if", for example:

if tcp_sport > 1000 && tcp_sport < 1200 ....

tcng translates this to several u32 matches with masks for tc use,
which is afaik the only way with tc to match a port-range.

It may be easier to do this with iptables
(although I dislike using two different interfaces for one purpose).
