These are the release notes from 4.0.3, pulled back into legals, where they
belong. They don't describe the current state of legals, though, of course.
They describe the state of 4.0.3, which is very different from legals head.
However, it is necessary to merge these into legals, so that we can have
all the right ingredients to author future release notes.
