Don't know if this helps any, BUT, I can't run python from XEmacs on WindowsXP either. I get a wierd dialog box about an illegal instruction.
However, using emacs on cygwin (no X-Windows), I don't have a problem doing the following:
$ emacs
mx-shell
$ python
>>> print "Hello";
Hello
