They rely on parsing the code to find the comments that document the  
code.  A noble goal that allows it to compare the documentation to  
what it knows about the code, but the current implementation is very  
fragile.

That, and you have Oliver's document on how they work.  It probably  
should not be the case that the documentation tools are more complex  
than the compiler...
