The install docs do say this:
Mac-no-unzip: If you don't have /usr/bin/unzip, you may be able to 
double-click on apache-ant-1.6.5-bin.zip in the finder, and drag the 
resulting folder into $LZ_INSTALLS_ROOT (most likely ~/lib).

However, I installed fink/finkcommander and got myself a copy.  Here's 
some more info from my unzip install that shows it is in fact from fink:

max-carlsons-computer:/sw/bin maxcarlson$ which unzip
/sw/bin/unzip
max-carlsons-computer:/sw/bin maxcarlson$ unzip -v

        USE_EF_UT_TIME
        USE_UNSHRINK (PKZIP/Zip 1.x unshrinking method supported)

UnZip and ZipInfo environment options:
