I think the short answer to your question is "no", Legals over flash
is not yet stable enough for developing an application. Many of the
components have not yet been ported, and the OpenLaszlo platform team
continues to work on internals deep within the system. This kind of
work is inherently destabilizing. We encourage members of the
community to download and play with Legals because that helps you see
what's coming and it helps us to discover problems. But Legals is
currently not yet even in "Beta."
Since you will be deploying on Flash, I don't see much benefit to
working on Legals now. In fact, in your case I don't see *any*
benefit to switching to Legals. Applications that you develop for
3.x should "just work" against Legals, once it becomes stable. Or,
if there is porting work to be done, that work will be minimal. We
are doing our best to make sure that 3.x applications for the Flash
target come over to Legals as smoothly as possible.
Those developers who are planning to deploy on DHTML, on the other
hand, might want to consider starting the port now. Ben Shine, a
member of the Legals development team, has written a great primer on
how to do that:

Other members of the Legals team may see things differently, and you
should definitely take their opinions into consideration. My own
personal advice is that you develop against 3.x until such time as
the OL team recommends switching over. Especially since you are
planning to deploy on Flash.
I am a member of the Legals team -- I'm the Legals documentation
guy. But if other members of the team contradict me, you would be
wise to pay attention to them :^)
