Set skip.prefetch property so that we skip trying to do the prefetch,
again.
The prefetch breaks on linux-builder nightly build because it needs the
webapp to be deployed, but we don't deploy the webapp.
Prefetch should be turend back on before we ship; this is

Tests:
The nightly build should not try to prefetch anything; the nightly
build should succeed.
