[Laszlo-dev] OL4 Migration proposal - Fix IE memory leaks

I propose integrating part of change 4137 over to 4.0.
Rewards: IE will no longer leak, provided apps are loaded with lzt=html, 
or not in a frame.

Risks: Small.  Isolated to IE.
