[Laszlo-dev] arc() bug

There's a bug in LzDrawView.arc(), when you try to draw an arc with a 
non-zero start angle:

I have the fix, and it's attached to the bug. I can't deal with checking 
it in though. Would someone be able to verify/submit it, or help me do so?
