Release Notes:

Details: common-html.xsl - added lzOptions script with ServerRoot and
dhtmlKeyboardControl: false directives.  This prevents the LFC from
snarfing keyboard control.


Tests: ant clean; ant doc; browse to http://localhost:8080/legals/
docs/reference/LzAnimator.html and see that keyboard and mousewheel
navigation work again.
