The legals merge is progressing, but isn't yet done. I'll send out all-clear mail when it is done.
To avoid some of the problems we had last time (I can hardly remember what time "last time" was -- the merge from legals to branches/4.0 for the 4.0.3 release, I think) I'm doing the merges in smaller chunks, and running tests after each chunk of merging.
...all of which is why you're seeing a bunch of commits to legals that are merges, but the merge isn't done yet.
