Fixed a broken link in toc.xml that causes the doc build to fail.
Removed unnecessary files from the doc build to avoid confusion.
classes.xml and tags.xml are now completely generated, and
navbuilder.rb is an older version of xmlnavbuilder.rb, and
has not been used for some time.
Tests:
Rebuilt docs from scratch, made sure the toc, classes, tags
panes still work.
