Summary: Fix dhtml developer's console
Bugs Fixed: LPP-6682 - dhtml developer's console not loading resources

Details: Canvas.java - Move "compiler.runtime.dir" path to html-
response wrappers.
html-response* - Add runtime path - formerly included by Canvas.java
app-console* - Add trailing path to resourceroot argument.
Tests: Dev console shows in dhtml, other apps work as before.
