Details:
    Only emit `#pragma 'withThis'` for methods if not for swf9, and
    for functions (e.g., "state methods") for all runtimes.

    This is a partial fix for LPP-6690.  When LPP-5813 is fixed, the
    kludge to emit `#pragma 'withThis'` for methods can be removed.
