I checked this in ahead of review. It makes it so you can work around the broken debugger scrolling by using the remote console.
I'm going to spin a 4.8 production this morning with this workaround. Henry, can you also file a bug to fix the developer panel to always include the Remote Debugger checkbox? It seems to disappear if you compile to DHTML, but we do support it in DHTML (as an HTML element in an iframe, not using the flashremote console).
