Summary: Fix bugs in bgcolor setting for DHTML
Bugs Fixed: LPP-8590 - tab pane content area is white, should be
tinted?, lpp-8524 - TypeError in init() method of basetree when
showroot is set to false (partial)

Details: LzSprite.js - Add capability for rgba CSS3 support - only in
Safari and FF3. Use LzColorUtils.torgb() to convert colors to proper
CSS rgb/a strings.
LzUtils - Ensure the alpha portion doesn't contain a decimal in
LzColorUtils.inttohex().
swatchview - Ensure the color value for the swatch is an integer.
Tests: Testcases from LPP-8529 and 8590 pass in IE and Firefox. test/
lfc/lzunit-lzutils.lzx?debug=true&lzr=dhtml runs as before.
