Summary: Fix scrollbars to automatically work with the mouse wheel

Details: LaszloView - Add isMouseOver() method and dependency.
newcontent - Scroll for mousewheel events when the mouse is over the
debugger.
basescrollbar - Update comment for focusview. Move usemousewheel
setter from oninit method. Update listener for mousewheel events to
check if the mouse is over the scrolltarget's parent - and if so,
automatically scroll.
basegrid - Remove an extra getMouse() call from _setHiliteview().
Tests: Use mousewheel over the debugger and the scrollable area in
LPP-8131
