The code which decides if top level element gets global id was assigning a
global id for all
classes/mixins/interface elements.
Tests:
examples/components/window_example.lzx compiles and runs in DHTML (debug and
non debug)
inspect --script output, see that only real "id" and toplevel definitions have
top level 'var' declarations.
