Summary: Fix behavior when options.usemastersprite == false
Bugs Fixed: LPP-8660 - CSS sprites not working

Details: LzSprite - Default quirks.use_css_master_sprite to false, set to true
when options.usemastersprite is true.
dev-console.html - Update to use latest option flags.
dev-console.* - Recompile to include updated LFC.
Tests: Reverting the changes to dev-console.html and monitor firbug net tab
when resources load. You will see css sprites being used for checkboxes and
radio buttons. With the changes, you will see the number of requests reduced.
