Add swf9 button back to dev console
Details:
+ Canvas.java: Add list of runtimes for which there is actually and LFC library
built on the server
+ app-console.xslt: pass list of active runtimes into dev console as a query arg
+ dev-console.lzx: only enable the runtime radio buttons for which that runtime
is active
Tests:
restart server in order to reload XSLT templates. Verify that runtime buttons
show up in dev
console in dhtml and swf8,9,10
Delete the SWF9 LFC's, and verify that the button is grayed out when the dev
console is reloaded.
