Use onmaxscroll event to keep bottom line of debugger output visible, now that
it
is sent by the kernel after a proper and decent interval for the layout to
update.
Tests:
See LPP-8862
run debugger in dhtml,swf8,swf10, see that when output is printed to the debug
text window,
it always scrolls such that the last line of content is visible at the bottom
of the window.
