Summary: make dhtml compilation work again for windows
Bugs Fixed: LPP-8927 (DHTML: not possible to load any application which
uses autoPng feature (Windows-only))

Details:
I've changed the complete method to use the File class instead of
performing string operations by hand. The File class knows how to handle
mixed paths and performs automatically any required path normalization.
Tests:
compile application in dhtml+debug
